New delhi : Due to surge in covid-19 cases, and showing no signs of abating, former prime minister and senior congress leader manmohan singh wrote a letter to prime minister Narendra Modi. 

Emphasising that the vaccination drive must be ramped up across the country to tackle the crisis (exactly like Israel, where 56% of it's population have fully vaccinated) 

Following are the five suggestions given by manmohan singh

 The First one is that government should publicise what are the firm orders for doses placed on different vaccine producers and accepted for delivery over the next six months

If we want to vaccinate a target number in this period we should have enough orders in advance, Singh wrote in his letter

The second suggestions that singh gave in his letter was that the government should decentralised the distribution of vaccine, 

The central government could retain 10% for distribution based on emergency needs but other than that, 

States should have a clear signal of likely availability so that they can plan their roll out. 


He further wrote that states should be given some flexibility to define the category of front line workers to be vaccinated even if they are below 45 . 
This include bus and texi drivers, panchayat workers, municipality staff and lawyers he added. 

The fourth suggestion was , India has emerged as the largest vaccine producer in the world the capacity is largely in the private sector, so government should provide funding to private sector to ramped up the vaccine manufacturing. 

And he also added, if any vaccine which has been cleared for use by credible authorities, such as the European medical agency or FDA in United States, should be allowed to be imported without any bridging trials. 

We are facing an unprecedented emergency and i understand that experts are of the view that this relaxation is justified is an emergency, 


He also added, we should focus on percentage of the population vaccinated (which is near 10%) instead of the absolute number being vaccinated. As we are one of the highly populated country.
